Creates the Council of Health Care Coordination for Youth and Adults in Facilities of Confinement within the Department of Health to improve coordination among agencies serving incarcerated individuals

Council membership includes representatives from Department of Health, DSHS, Health Care Authority, Department of Corrections, DCYF, law enforcement, tribal governments, juvenile court administrators, behavioral health organizations, and individuals with lived experience

Council must meet at least quarterly to review health care information sharing policies across jails, prisons, juvenile facilities, state hospitals, and the special commitment center

Requires annual reports to the governor and legislature beginning November 1, 2025, detailing council activities and assessing whether resources are adequate to meet its purpose

Addresses health issues including mental health, traumatic brain injury, substance use, communicable disease prevention, and excess mortality among confined populations
