Transitions Washington's greenhouse gas emissions reporting from biennial (every two years) to annual reporting, with full annual reports required by December 31st of each year beginning in 2031

Requires interim summary reports on December 31, 2027 and December 31, 2029 showing the most recent year's total emissions and sector breakdowns during the transition period

Maintains existing state emissions reduction targets: 45% below 1990 levels by 2030, 70% below by 2040, and 95% below by 2050 (net zero by 2050)

Updates natural gas utility requirements to submit annual greenhouse gas emissions reports under RCW 70A.15.2200(5) to continue receiving no-cost allowances under the cap-and-invest program
