Maintains the existing exclusions for confidential employees and internal auditors from interest arbitration eligibility

Interest arbitration serves as an alternative dispute resolution mechanism when collective bargaining negotiations reach impasse after 60 days, with arbitrator decisions binding unless the legislature declines to fund compensation provisions
