Amends RCW 41.80.040 to allow collective bargaining over employer contributions for supplemental retirement benefits administered by or on behalf of employee organizations, including medical plans

Maintains existing prohibition on bargaining over retirement plans and benefits administered by the Department of Retirement Systems

Preserves all other management rights that remain exempt from collective bargaining, including employer functions, budget decisions, workforce size, employee supervision, and emergency actions
