Allows towns, cities, and counties located along the eastern crest of the Cascade mountains with populations under 50,000 to create public facilities districts that include selected school district boundaries rather than entire unincorporated county areas

Establishes governance structure for these new districts with a minimum seven-member board: elected officials appointed by each participating jurisdiction plus four members recommended by local organizations (chamber of commerce, economic development council, labor council, neighborhood organizations)

Sets a sunset date of December 31, 2060 for the special provisions allowing these eastern Cascade mountain county districts to use school district boundaries

Designates the county treasurer as ex officio treasurer for districts where counties participated in creation, unless the board designates a city/town treasurer or qualified individual; requires minimum $25,000 bond

Amends RCW 35.57.010 and 36.100.010 to explicitly permit counties to participate in creating and operating public facilities districts under chapter 35.57 RCW
