Establishes a statewide goal of 65% recycling rate for covered products (packaging and paper) and requires the Department of Ecology to develop standardized lists of materials suitable for curbside and drop-off recycling collection by October 1, 2026

Mandates a comprehensive statewide needs assessment by October 1, 2027 to evaluate recycling infrastructure, costs, and gaps in each jurisdiction needed to achieve recycling targets

Requires producers of covered products to register with the Department of Ecology beginning January 1, 2026, and submit annual reports on packaging volumes by material category starting April 1, 2027

Expands postconsumer recycled content requirements to new product categories including polypropylene tubs (10-30%), single-use plastic cups (15-30%), and PET thermoform containers (10-30%), with phased implementation between 2031-2040

Creates a truth in labeling task force to study misleading recyclability claims on packaging and develop recommendations for labeling standards, with a report due to the legislature by June 1, 2026
