Secretary of State must print and distribute a voters' pamphlet prior to the primary in each even-numbered year and prior to the general election every year, removing the previous requirement that pamphlets only be produced when statewide measures or offices appear on the ballot

Pamphlets must be distributed to each household in the state, public libraries, and other locations deemed appropriate, with recorded and Braille transcripts available upon request at no charge

County auditors must print local voters' pamphlets for primaries, general elections, and special elections, covering measures and candidates not included in the state pamphlet

Effective date is January 1, 2026
