Expands Washington's endangerment with a controlled substance crime (RCW 9A.42.100) to include fentanyl and synthetic opioids, in addition to the existing coverage of methamphetamine and its precursors

Criminalizes knowingly or recklessly permitting a child or dependent adult to be exposed to, ingest, inhale, absorb, or have contact with fentanyl, synthetic opioids, or their smoke

Lowers the mental state requirement from "intentionally" to "recklessly" and expands protected persons from "dependent child" to any "child or dependent adult"

Exempts medications administered during health care services or pursuant to a valid prescription from the fentanyl/synthetic opioid provisions

Provides criminal liability exemption for Department of Children, Youth, and Families employees, interns, volunteers, and contractors acting within their official roles; offense remains a class B felony
