Establishes payment deadlines for turfgrass seed production contracts: payment due by contract-specified dates, 30 days after delivery, or May 1st of the following calendar year, whichever is earliest

Requires turf seed dealers requesting contract modifications to pay at least 25% of the contract value before modification takes effect

Prohibits contracts from requiring exclusive venue in another state, applying another state's laws, waiving the act's protections, or authorizing unilateral material modifications

Authorizes the Department of Agriculture to suspend turf seed dealer licenses for failure to pay producers within 30 days of department notice, with 1% monthly interest on delinquent amounts

Applies to turfgrass seed including Kentucky bluegrass, perennial ryegrass, tall fescue, hard fescue, slender fescue, and creeping red fescue grown in Washington state, effective July 27, 2025
