Amends RCW 46.61.600 to exempt vehicles started by remote starter systems from "unattended vehicle" requirements, provided the vehicle is locked and ignition keys are not inside

Defines "remote starter system" as any device installed in a motor vehicle that allows the engine to be started by remote or radio control

Extends driver responsibility to include vehicles left standing after being started by remote starter systems if the vehicle causes damage or injury

Maintains existing requirements for unattended vehicles: stopping the engine, locking ignition, removing keys, setting the brake, and turning wheels to curb on grades
