Washington Interscholastic Activities Association (WIAA) must adopt "competitiveness rules" for girls' athletics that consider physiological and hormonal variation among athletes

Rules may permit exclusion of individual competitors from girls' events where the competitor would have an "unfair advantage based on endocrine characteristics"

Hormone level testing is permitted to determine competitive advantage or safety risk, but sex verification or dispute processes are prohibited

School district boards must consent to abide by these competitiveness rules as a condition of delegating athletic oversight to WIAA

Decisions made under these competitiveness rules are explicitly exempted from Washington's anti-discrimination law (Chapter 49.60 RCW)
