Establishes the Washington Dream Act Service Incentive Grant Program beginning in the 2025-26 academic year to provide financial aid to students who are ineligible for federal student aid due to immigration status

Eligible students must be Washington residents enrolled at least half-time (6 credits), demonstrate financial need, complete the Washington Application for State Financial Aid, and perform community or volunteer service up to 19 hours per week

Grant amounts are calculated by multiplying weekly service hours by weeks in the term by the state minimum wage, with adjustments based on other financial aid received

Approved service sites include government entities, higher education institutions, 501(c)(3) nonprofits, and qualifying for-profit businesses, but excludes positions involving religious worship/instruction or political activity

Act is contingent on specific funding being appropriated by June 30, 2025; the Office of Student Financial Assistance will administer the program and may adopt implementing rules
