Increases the high poverty-based Learning Assistance Program allocation from 1.1 hours to 1.6 hours per week of extra instruction per 15 students for qualifying schools with 50%+ free/reduced-price meal eligibility

Beginning in the 2026-27 school year, establishes a three-tier system for high-poverty allocations: Tier 1 (70%+ poverty) receives 2.2 hours/week, Tier 2 (50-69.9% poverty) receives 1.6 hours/week, and Tier 3 (30-49.9% poverty) receives 0.4 hours/week

Expands eligibility for the Learning Assistance Program by adding a new Tier 3 category that includes schools with 30-49.9% of students qualifying for free/reduced-price meals, previously not eligible for the high-poverty supplemental allocation

Clarifies that schools participating in the USDA's Community Eligibility Provision continue to qualify based on their eligibility status from the year immediately preceding their participation in the program
