Adds defendant's caregiver status as a new mitigating circumstance allowing courts to impose sentences below the standard range under RCW 9.94A.535

Covers defendants who are primary parents, legal guardians, custodians with physical custody of minor children, or primary caregivers for family members including elders and grandchildren

Excludes defendants with substantiated abuse or neglect findings from the Department of Children, Youth, and Families or tribal child welfare agencies

Excludes defendants with active restraining orders against the person they claim to care for, or convictions where that person was the victim

Excludes defendants whose offense occurred within sight or sound of the victim's or offender's minor children under age 18
