Expands the Statewide Reentry Council membership from 15 to 22 members appointed by the governor, adding representatives from the Health Care Authority, Department of Social and Health Services, and Employment Security Department

Adds new required members including two currently incarcerated individuals (one from a men's facility, one from a women's facility) and two crime survivors or victims (with gender diversity requirements)

Allows council members to receive compensation under state board member pay provisions, changing from the previous unpaid service requirement

Increases the quorum requirement from 7 to 12 members and specifies that incarcerated members may only participate virtually unless meetings are held at their correctional facility
