Creates a "government efficiency portal" jointly administered by the secretary of the senate and chief clerk of the house of representatives for state employees and the public to report duplicative, wasteful, or inefficient government services

Portal must be publicly accessible via website, optimized for persons with disabilities and mobile device users, with options for anonymous submissions

Submissions must include fields for name/address (optional), state agency involved, policy area, whether submitter is a state employee, and description of the inefficiency

All portal submissions from each calendar year must be transmitted by January 10th to the chairs and ranking members of the senate ways and means committee and house appropriations committee

State employees whose submitted suggestions are implemented and result in net savings or revenue to the state are eligible for cash awards under existing state incentive program (RCW 41.60.041)
