Authorizes direct sales of valuable materials (timber, logs) from public lands up to $250,000 in appraised value for habitat restoration projects, a significant increase from the standard $25,000 direct sale limit

Requires project proponents to obtain all necessary permits, submit a report on material usage, and prohibits resale or remanufacture of products for other uses

Materials must be appraised at arms-length market value based on similar materials used in aquatic restoration projects within the previous 24 months

Department must determine the direct sale is in the best interest of the state or affected trust, and must collect all required fees under RCW 79.38.050
