Cities and towns with fewer than 500 residents, not within 10 miles of a city over 100,000 population, and with less than 10% population growth over the preceding 10 years may opt out of full comprehensive plan review and revision requirements under the Growth Management Act

Qualifying small cities opting for partial review must still update critical areas regulations, capital facilities element, and transportation element

The Department of Commerce must review population growth rates at least three years before periodic updates are due and notify cities of their eligibility for the partial review option

Counties and cities may alternatively comply with review requirements 10 years from their previous adoption date rather than following the statutory deadline schedule
