Extends the deadline for photovoltaic module manufacturers to submit stewardship plans from July 1, 2024 to January 31, 2030, with sales prohibition for non-compliant manufacturers beginning January 31, 2031

Requires manufacturers to finance a takeback and recycling system for solar panels sold in Washington after July 1, 2017, with a minimum 85% combined reuse and recycling rate by weight

Establishes a photovoltaic module advisory committee including representatives from tribes, cities, counties, utilities, manufacturers, installers, environmental groups, and labor organizations to develop recycling system recommendations

Requires the Department of Ecology to submit a report to the legislature by December 1, 2028 with recommended program changes based on advisory committee findings

Authorizes penalties up to $10,000 per sale for manufacturers selling photovoltaic modules without an approved stewardship plan after receiving written warning
