Requires all Washington school districts to adopt and enforce "gender inclusive schools" policies that guarantee students the right to be addressed by preferred names and pronouns, use restrooms matching their gender identity, participate in athletics consistent with their gender expression, and dress according to their gender identity

Prohibits school personnel from disclosing any information about a student's sexual orientation, gender expression, or gender identity to any person without the student's consent, including parents

Protects school employees from retaliation or adverse action for supporting students exercising these rights, using curriculum addressing sexual orientation or gender identity, or performing work consistent with the gender inclusive policies

Applies these requirements to public school districts, charter schools, and state-tribal education compact schools, with districts required to designate a primary contact to ensure policy implementation and receive complaints

Directs the Office of Superintendent of Public Instruction and Washington State School Directors' Association to maintain and update the model policy, provide online training materials, and align the healthy youth survey with gender inclusive school policies
