Amends RCW 28A.605.005 to align the 2024 parents rights initiative with federal FERPA requirements, changing the education records request timeline from 10 business days to up to 45 days

Expands parental rights to include: filing harassment/bullying complaints, requesting nonresident school district enrollment, accessing special education due process hearings, and receiving language access services notices

Removes provisions requiring prior notification for non-emergency medical services offered at school and notification when medical treatment affects insurance costs

Aligns survey opt-out rights with federal Protection of Pupil Rights Amendment (20 U.S.C. Sec. 1232h), specifying eight categories of sensitive information requiring parental consent

Prohibits release of student health care, counseling, social work, or disciplinary records to parents who are defendants in criminal cases where the student is the victim, or during child abuse/neglect investigations targeting the parent; explicitly states no private right of action is created
