Prohibits the sale, display, marketing, and advertising of all flavored tobacco and nicotine products in Washington beginning January 1, 2026, including menthol cigarettes, flavored cigars, flavored vape products, and nicotine pouches with flavors like fruit, candy, mint, or any cooling/numbing sensation

Bans "entertainment vapor products" that include interactive gaming features such as pac-man or tetris games, music playback, or video display capabilities on vaping devices

Requires the Department of Health to develop a statewide prevention and awareness campaign about the health risks of flavored tobacco products, with a report due to the legislature by January 1, 2026

Establishes escalating penalties for retailers who violate the ban: $1,000 for first violation, up to $10,000 plus 12-month license suspension for fourth violation, and license revocation for five years after fifth violation within a three-year period

Declares violations an unfair or deceptive trade practice under the Consumer Protection Act, allowing enforcement through that statute, and authorizes government-to-government consultations with federally recognized tribes regarding implementation
