Office of the Superintendent of Public Instruction must analyze school district transportation costs and allocations by June 1, 2028, disaggregated by student categories including special education, homeless, foster care, and skill center students

OSPI must develop a new comprehensive student transportation funding model addressing diverse student needs and unique challenges of both high-density urban districts and rural, geographically large districts

School districts must report three times yearly the number of students requiring special transportation under the McKinney-Vento Homeless Assistance Act, in addition to existing reporting requirements

$400 per-pupil flat rate funding established for students experiencing homelessness who require special transportation under McKinney-Vento requirements

Amends RCW 28A.160.170 and adds new sections to chapter 28A.160 RCW to address inadequate funding for special student populations in the current transportation allocation formula
