Establishes a statutory definition of "competency-based education" with seven elements including student empowerment in learning decisions, mastery-based progression rather than seat time, and embedded equity strategies

Requires the Office of the Superintendent of Public Instruction to adopt rules by September 1, 2025 authorizing full-time enrollment funding for students in designated competency-based education programs

Directs the State Board of Education to design a process to identify and designate schools implementing competency-based education, with recommendations and costs due by December 31, 2025

Requires development of a competency-based education high school transcript format before the 2026-27 school year that can be used as part of or as an alternative to the standardized transcript

Requires the Washington Interscholastic Activities Association to review whether new rules would create barriers to interscholastic activity participation for students in competency-based education programs
