Amends RCW 36.70A.330 to strengthen Growth Management Act compliance requirements for counties and cities in Washington State

Prohibits the Growth Management Hearings Board from issuing a finding of compliance unless a county or city has actually amended the noncompliant portions of their plan or regulations and the resulting amendments are fully compliant

Allows persons with standing to challenge legislation enacted in response to the board's final order to participate in compliance hearings alongside the original petitioner and the government entity

Requires compliance hearing findings to be issued within 45 days and gives these hearings the highest priority on the board's schedule

Authorizes the board to refer noncompliance findings to the department for technical assistance or recommend sanctions to the governor, considering the jurisdiction's efforts to meet compliance schedules
