Authorizes compensation for Department of Children, Youth, and Families oversight board members who have "direct lived experience" under RCW 43.03.220 and 43.03.270

Entitles board members with direct lived experience to reimbursement for travel expenses under RCW 43.03.050 and 43.03.060

Maintains that other board members receive no compensation but may be reimbursed for travel expenses when authorized by the board

Adds a statutory definition of "direct lived experience" referencing RCW 43.03.220
