Electronic media services (music, news, entertainment subscriptions) must provide pro rata refunds to consumers who cancel term-based subscriptions of at least one year before the term ends

Cancellations take effect at the end of the month in which they occur, and refunds must be disbursed within six months of cancellation

Services must disclose refund schedules and any cancellation fees to consumers before or upon initiating a subscription

Applies only to individual consumers, not commercial businesses, government entities, or nongovernmental organizations

Violations are enforceable under Washington's Consumer Protection Act (chapter 19.86 RCW) exclusively by the Attorney General, with no private right of action
