Requires vehicles transporting dirt, sand, gravel, pebbles, cobbles, or aggregate materials on paved highways to use a covering to prevent spillage; six-inch freeboard exemption eliminated beginning January 1, 2028

Exempts government agencies (WSDOT, counties, cities, public utility districts) and their contractors when responding to emergencies, performing maintenance, or operating in closed work zones

Mandates operators clean mud, rocks, dirt, sand, gravel, or debris from vehicle body, fenders, frame, undercarriage, wheels, and tires before driving on paved public highways

Failure to secure a load causing substantial bodily harm is a gross misdemeanor; causing property damage is a misdemeanor; other violations are infractions (penalties do not apply to spilled forage feed crops)
