Aligns odometer disclosure exemptions with federal standards by changing the exemption threshold from vehicles "ten years old or older" to "model year 2010 or older" (until 2031), then to vehicles "20 years old or older" starting January 1, 2031

Allows driver improvement interview findings and formal hearing notices to be served electronically with the party's agreement, and permits remote hearings instead of requiring hearings in the applicant's county of residence

Simplifies vehicle owner information disclosure notices by removing the five-day waiting period for owners to learn the occupation of an attorney or private investigator who requested their records

Requires courts to report traffic convictions of commercial driver's license (CDL) holders to the federal information system and prohibits officials from masking, deferring, or diverting such convictions

Repeals statutes authorizing foreign organization license plates and honorary consul special license plates (RCW 46.18.240 and 46.18.250)
