Doubles the threshold for public works projects that can be performed by city employees without competitive bidding: from $150,000 to $300,000 for multi-craft projects, and from $75,500 to $151,000 for single-craft projects or street signalization/lighting

Applies to both first-class cities and second-class cities/towns in Washington State

Removes provisions for first-class cities that previously allowed "prudent utility management" work using materials up to $300,000 without a contract (this exception remains for second-class cities and towns)

Requires second-class cities and towns that award projects based on bidder performance history to submit annual reports to the Department of Commerce on bids awarded to certified minority or women contractors
