Establishes a grant program through the Medical Commission to fund residency positions for international medical graduates (IMGs) in Washington state, operating under a waiver from the National Residency Matching Program

Limits eligible specialties to family medicine, internal medicine, pediatrics, psychiatry, obstetrics and gynecology, and general surgery, with potential expansion at the commission's discretion

Requires at least 75% of funded residency positions be filled by international medical graduates, with case-by-case exceptions allowed

Creates an advisory committee to oversee selection criteria and award decisions, including representatives from ethnic health boards and IMG advocacy organizations

Mandates biennial legislative reports starting January 1, 2027 on funded positions and demographics, with the act becoming void if specific funding is not appropriated by June 30, 2027
