Renames the "Governor's Interagency Coordinating Council on Health Disparities" to the "Governor's Council for Health Justice and Equity" and expands membership from an unspecified number to 24 members, adding representatives from the LGBTQ commission, women's commission, a federally recognized tribe, and six public members including at least two youth representatives age 26 or younger

Shifts the council's mandate from creating disease-specific action plans to developing a statewide vision and universal goals for health and well-being, with policy recommendations that recognize racism as a public health crisis and address climate change impacts on health inequities

Requires the council to submit an initial report by October 31, 2027, with biennial updates through 2039 on policy recommendations, implementation status, and progress toward health justice and equity goals

Establishes that council members must reflect diversity across race, ethnicity, age, disability status, sexual orientation, gender identity, military status, and geographic regions, with state agency representatives required to be executive-level staff

Repeals RCW 44.28.810 regarding legislative review of the council and updates references to the renamed council in statutes governing the universal health care commission and nonprofit hospital community health reporting requirements
