Expands eligibility for the Essential Needs and Housing Support Program to include low or extremely low-income elderly or disabled adults transitioning off benefits who receive federal Social Security and have immediate housing needs, at the department's discretion

Allows direct cash assistance through debit cards, vouchers, gift cards, and direct vendor payments for program recipients, removing the previous prohibition on cash assistance

Requires housing support service providers to verify essential needs and housing support referrals every 12 months instead of maintaining continuous eligibility verification

Aligns administrative expense rates for essential needs and housing support entities with other home security funded programs, replacing the previous 7% cap

Eliminates recovery of aged, blind, or disabled assistance payments as debt when recipients subsequently receive federal Supplemental Security Income for the same period, effective October 1, 2025 (applies only to assistance paid on or after that date)
