Repeals 17 outdated public school statutes including provisions on playground matting, classified instructional assistant training, professional development institutes for managing disruptive students, and nonprofit meal programs for elderly persons in school facilities

Removes expired or obsolete statutes related to mathematics and science instructional coach programs, comprehensive guidance and planning programs, family-school partnership building spaces, and teacher preparation program reporting requirements

Eliminates outdated school district award program statutes (RCW 28A.625.100, 28A.625.110, 28A.625.150) and accountability implementation fund provisions from 1999

Amends dropout prevention PASS program statute (RCW 28A.175.145) to replace reference to repealed comprehensive guidance programs with current high school and beyond plan requirements under RCW 28A.230.212

Recodifies RCW 28A.623.030 (allowing school facilities to provide meals to children in nonprofit programs and private school students) from the elderly meals chapter to the school meal programs chapter (28A.235 RCW)
