Expands mandatory pretrial detention for juveniles found guilty of rape (first/second degree), rape of a child (first degree), unlawful firearm possession (first/second degree), motor vehicle theft offenses, and any violent or serious violent offense as defined in RCW 9.94A.030

Adds two new grounds for permissive juvenile detention: when a juvenile is alleged to have committed a crime with a firearm or has access to an unlawfully possessed firearm, or when alleged to have committed a crime with a stolen vehicle or stolen/taken a vehicle without permission

Creates a new statutory definition of "motor vehicle theft offenses" including possession of a stolen vehicle, theft of a motor vehicle, and taking a motor vehicle without permission in the first or second degree

Adds statutory definitions for "serious threat to public safety" and "threat to community safety," with the latter specifically including probable cause to believe a juvenile has caused or will cause harm to themselves, another person, or property

Amends RCW 13.40.040 and 13.40.020 governing juvenile detention criteria and definitions under Washington's Juvenile Justice Act
