Repeals six obsolete statutes including the health insurance market stability program, natural disaster work group, health carrier data reporting requirements, fixed payment insurance products annual report, medical malpractice model statistical reporting standards report, and the guaranteed asset protection waiver account

Changes the tax refund request timeline from six years from when taxes were paid to six years from the end of the calendar year for which taxes are owed

Updates charitable gift annuity requirements to change filing deadline from March 1st to within 60 days of fiscal year end, and updates terminology from "unrestricted net assets" to "net assets without donor restrictions"

Removes several legislative reporting requirements including reports on fire alarm/smoke detector insurance discounts, market conduct rules adopted by the commissioner, and various other administrative reports deemed no longer necessary

Makes technical corrections throughout insurance statutes including updating spelled-out numbers to numerals, correcting punctuation errors, and aligning terminology with current federal law and accounting standards, with most provisions effective July 27, 2025 and charitable gift annuity changes effective January 1, 2026
