Changes reimbursement from discretionary ("may") to mandatory ("shall") for the Secretary of Children, Youth, and Families and the Secretary of Corrections to reimburse local governments for criminal justice costs from crimes committed by offenders in state institutions

Reimbursable costs include law enforcement, prosecutorial, judicial, and jail facilities expenses that are documented as strictly related to the offender's criminal activities, paid from the institutional impact account

Requires the Office of Financial Management to establish county-specific reimbursement rates based on average hourly costs for law enforcement, prosecutorial, and judicial services, and average daily bed rates for jail facilities from the prior fiscal year

Mandates both secretaries to update administrative rules to conform with the new mandatory reimbursement requirements
