Increases the maximum vessel length eligible for nonresident vessel permits from 200 feet to 300 feet, allowing larger yachts owned by non-natural persons (entities) or used for crewed charters to operate in Washington waters

Establishes a new permit fee of $100 per foot for vessels between 201 and 300 feet in length, with revenues directed to the Washington State Recreation and Conservation Office for youth swim lessons in overburdened communities

Requires vessels operating under nonresident permits to comply with the quiet sound program and Department of Fish and Wildlife's safe whale distance guidelines

Provides a transition period until May 1, 2026, during which vessels exceeding 200 feet will be processed and charged as if they were 200 feet in length

Takes effect September 1, 2025, with the amended provisions expiring January 1, 2029
