Amends RCW 39.12.015 to change how prevailing wages are determined for public works contracts bid or awarded on or after June 1, 2027

Until May 31, 2027, current rules apply: when multiple collective bargaining agreements exist in a county, the higher wage rate prevails

Starting June 1, 2027, for most trades (except ship building/repair), the prevailing wage will be set at the rate representing the majority or plurality of workers in that occupation, rather than automatically using the higher rate

Ship building and ship repair trades retain the current "higher rate prevails" standard for contracts bid or awarded on or after June 1, 2027

Interested parties may appeal wage determinations by proving the rate used does not represent the majority or plurality of workers; the industrial statistician may use hours worked data only to resolve such appeals
