Expands required notice recipients when a manufactured/mobile home community owner intends to sell to include local government, housing authorities, and Washington State Housing Finance Commission, in addition to tenants and the Department of Commerce

Allows electronic delivery of sale notices to government agencies while requiring tenant notices be served per existing RCW 59.20.150 standards

Requires owners to provide status updates to the Department of Commerce every six months until the property is sold or removed from market, with updates made publicly available within 10 business days

Tenants have 70 days from notice to form a qualified tenant organization and express interest in competing to purchase, followed by a 20-day period to request park operating expenses

Repeals RCW 59.20.300 and takes effect July 27, 2025
