Establishes an environmental accelerator within the Office of Regulatory Assistance to provide regulatory flexibility for salmon recovery and ecological resiliency projects funded by Climate Commitment Act revenue

Automatically enrolls any entity receiving salmon recovery/ecological resiliency funding from climate investment, climate commitment, natural climate solutions, or air quality and health disparities improvement accounts

Allows regulatory relief through waivers of state law or rules for initial trial periods of up to 5 years, with possible extensions; agencies must respond to relief requests within 60 days

Requires annual progress reports to the legislature by January 1st detailing regulatory relief requests, grants, and recommendations for permanent regulatory changes

Mandates a joint legislative committee evaluation by December 1, 2029, comparing outcomes for entities that received regulatory relief versus those that did not; evaluation provisions expire January 1, 2031
