Amends RCW 43.43.837 to clarify and expand fingerprint-based background check requirements for individuals seeking unsupervised access to vulnerable adults, children, or juveniles through the Department of Social and Health Services or Department of Children, Youth, and Families

Requires fingerprinting for specific categories including long-term care service providers, direct care workers, child placement providers, residential habilitation center workers, transitional care facility workers, and individuals over 16 living in provider homes

Mandates both Washington State Patrol and FBI fingerprint checks for applicants who have resided in Washington less than three consecutive years and work in specified positions such as adult family home licensees, assisted living facility administrators, and secure facility employees

Allows a 120-day provisional employment period when fingerprint-based background checks are pending, provided the applicant is not disqualified by immediate background check results

Adds new definitions including "transitional care facility" (state-operated residential treatment facility for children with developmental disabilities) and "long-term care workers," and clarifies the definition of "entity representative" for licensing purposes
