Elevates theft of firefighter or emergency medical service provider equipment to first-degree theft (class B felony) when the property is critical to emergency work and taken from fire stations, fire department vehicles, or EMS facilities

Applies the enhanced penalty when the stolen property exceeds $1,000 in value OR when the loss significantly hindered or delayed emergency response to an ongoing emergency

Creates parallel provisions for possessing stolen first responder property, making it first-degree possession of stolen property (class B felony) under the same conditions
