Transfers enforcement authority for smoke detector requirements from local fire chiefs and county fire marshals to the Washington State Patrol exclusively

Requires the Washington State Patrol to develop education materials about smoke detector requirements and enforcement to share with county fire marshals and local fire officials

Maintains existing fine structure: up to $200 for general non-compliance by owners, sellers, or tenants; $5,000 fine for owners if non-compliance results in a fire causing property damage, injury, or death

Enforcement occurs after a fire when evidence shows a dwelling unit sold on or after July 1, 2019 lacked at least one smoke detection device

Fine revenues, minus administrative costs, continue to be deposited into the smoke detection device awareness account
