Removes dedicated seats for representatives of the Washington Soldiers' Home at Orting and Washington Veterans' Home at Retsil from the 17-member veterans affairs advisory committee, replacing them with appointed liaisons to each state veterans' home

Adds eligibility for one committee member to be a veteran who is a member of a federally recognized Indian tribe and one member to be a current or former Washington National Guard member

Increases at-large veteran positions from two to four members, with nominations open to any individual or organization regardless of organizational affiliation

Requires committee-appointed liaisons to share meeting information with veterans' home resident councils and bring resident issues back for committee consideration

Removes outdated transitional language regarding members appointed before June 11, 1992, while maintaining four-year terms and two consecutive term limits
