Changes aggregation of multiple thefts from permissive ("may") to mandatory ("shall, if practicable"), requiring prosecutors to combine related offenses into single counts when feasible

Updates the statutory reference for "electronic communication" definition from RCW 9.61.260(5) to RCW 9A.90.120(8)

Maintains existing felony classifications: first degree (Class B felony) for theft of $5,000 or more, second degree (Class C felony) for theft between $750 and $5,000
