Amends RCW 9.94A.533, which governs sentencing enhancements for various felony crimes in Washington State

Enhancement applies to the standard sentence range and runs consecutively with other sentencing provisions

Courts retain full discretion to depart from mandatory enhancements when sentencing individuals in adult court for crimes committed under age 18
