Department of Commerce administers grants for community engagement through neighborhood organizing, law enforcement partnerships, youth mobilization, and business engagement across rural and urban Washington counties

Eligible applicants must be public agencies or nongovernmental organizations with community engagement experience and partnerships including law enforcement and diversity/equity organizations; law enforcement agencies may only apply if no other eligible applicants exist in their area

Grant recipients must lead neighborhood organizing, build law enforcement-community trust through antiracist practices, mobilize youth for violence prevention, engage businesses in crime prevention, and collect outcome data

Creates new community immersion grant program placing newly hired law enforcement officers in community-based organizations for minimum 45 days while awaiting basic academy entry

Removes the January 1, 2029 expiration date from the existing community engagement project; caps community organization stipends at $5,000 per participant and administrative costs at 5% for the immersion program
