Amends the Growth Management Act (RCW 36.70A.070) to require intergovernmental coordination efforts in comprehensive transportation plans to include affected tribal governments when assessing impacts on transportation systems of adjacent jurisdictions

Requires county six-year comprehensive transportation programs (RCW 36.81.121) to be prepared in coordination with affected tribal governments to assess program impacts on tribal areas and incorporate transportation needs of those areas

Adds a tribal government representative to the Cooper Jones Active Transportation Safety Council, which reviews data on pedestrian, bicyclist, and nonmotorist fatalities and serious injuries

Establishes a new tribal traffic safety coordinator program within the Traffic Safety Commission, subject to appropriations, to award grants to tribes for implementing traffic safety strategies including data analysis, public outreach, dual-language educational programs, and ADA/pedestrian safety surveys

Program funds may be used to match or supplement federal funds received by the commission for tribal traffic safety purposes
