Expands and clarifies definitions for animal care standards including "necessary food," "necessary water," "necessary shelter," "necessary space," and "necessary sanitation" with more specific requirements for species-appropriate care, daily feeding, and proper living conditions

Reduces the threshold for intervention from 36 to 24 consecutive hours when animals are confined without food and water, and allows officers to enter property without a warrant if an animal's health or life is in imminent danger

Adds animal fighting convictions to the permanent prohibition on owning, caring for, possessing, or residing with animals, alongside first-degree animal cruelty convictions

Escalates penalties for violating animal ownership prohibitions: first violation becomes a misdemeanor, second becomes a gross misdemeanor, and third or subsequent violations become a class C felony (upgraded from gross misdemeanor)

Adds animal fighting with intentional mutilation as a seriousness level IV offense and animal fighting without intentional mutilation as a level III offense in the state sentencing guidelines
